Town Improvement Trust (1963 to 1977) - In 1963 Government of Madhya Pradesh established Town Improvement Trust (TIT). The aim of TIT is to develop the growing city as per Master Plan of Raipur. The Master Plan of city always prepare by the Town & Country Planning. Town & Country Planning is one of the departments of Ministry of Housing and Environment of State Government. After the constitution of TIT at Raipur organisation started the housing project for very poor people at Tikrapara and three storied flats. Later on TIT developed Adarsh Bazar, Bombay Market, Chiruldih, Sharda Chowk Commercial Market. In housing scheme TIT developed Gabhra para, Kalibari and Jalvihar colony with all basic amenities. Raipur Development Authority (1963 to 1977 again in 2002 onwards) – In 1977 Government of Madhya Pradesh upgraded the Town Improvement Trust to Raipur Development Authority. On 1 st November 2000 Prime Minister Shri Atal Bihari Vajpai’s Central Government constituted the new state as Chhattisgarh. New state carved from Madhya Pradesh. On 13 March Chief Minister Mr. Ajit Pramod Jogi dissolved the RDA in to Municipal Corporation of Raipur. After the election in December 2003 Dr. Raman Singh became Chief Minister. He again constituted Raipur Development Authority on 28 th October 2004. After revival of RDA it is continuously working for the development of capital city of Raipur.

Raipur Development Authority is an urban Development Authority constituted under the Chhattisgarh Town and Country Planning Act 1973. The objective of the Authority is broadly as under: - A regulated, planned city growth in accordance with the city Master Plan. To provide Adequate, Modern, Better urban infrastructure to the citizens of the city. Urgent need for improving the urban infrastructure in Raipur.

According to Chhattisgarh Town & Country Planning Act 1973 Raipur Development Authority’s Mission is Town development to accommodate the rapid increase in the city population and Planned, regulate development of the city assuring the adequacy of roads & transport, drains, water supply, electricity. Under this mission A town development scheme may make provision for any of the following matters:- (i)Acquisition, development and sale or leasing of land for the purpose of town expansion; (ii)Acquisition, relaying out of, rebuilding, or relocating areas which have been badly laid out or which has developed or degenerated into a slum; (iii)Acquisition and development of land for public purposes such as housing development, development of shopping centers, cultural centers, administration centers; (iv)Acquisition and development of areas for commercial and industrial purposes; (v)Undertaking of such building or construction work as may be necessary to provide housing, shopping, commercial or other facilities; (vi)Acquisition of land and its development for the purpose of laying out or remodeling of road and street patterns; (vii)Acquisition and development of land for playgrounds, parks, recreation centers and stadium; (viii)Reconstruction of plots for the purpose of buildings, roads, drains, sewage lines and other similar amenities; (ix)Any other work of a nature such as would bring about environmental improvements which may be taken up by the authority with the prior approval of the State Government.

WORKING PROCESS

Raipur Development Authority (RDA) constituted by Chhattisgarh Town & Country Planning Act 1973. RDA is a Corporation. Government appoints a Chairman, two Vice Chairman, Chief Executive Officer and Board members. Board members are appointed by State Government. Collector of Raipur, Commissioner of Municipal Corporation, Joint Director of Town and Country Planning Department, one Representative from Public Health Engineering Department, Forest Department and Ministry of Housing & Environment Department. Five members from Public or social worker in whom two are women members are compulsory. The Board of Directors works for making policies sanction the Planning of various Projects, Tenders etc according to Government act & rules. The Chief Executive Officer is Member Secretary of the Board. The whole Development and Construction working process of RDA has as per Government Rules and Regulations. RDA work on Master Plan of Raipur city. For making of proposal of any new scheme RDA’s engineering and revenue section go through the survey of the land. They check the Land records and its land use according to Master Plan. After checking the economic viability of the project RDA hires the Planner and Architect for making the best plan according to the planning norms. After preparation of the plan RDA put this proposal to the Board of Directors (BOD) which is highest decision making body of the RDA. BOD discuss on the various proposals bring on the table during the meetings. Some time BOD also takes the opinion of the expert for the projects. When BOD approved the project then it sends to State Government for further sanction. After getting the sanction from Government RDA make the Detail Project Report with all financial concepts. RDA gets the land by two modes. First by compulsory land acquisition, for this compensation is given to land owners. Second is mutual agreement with the land owners. After approval of layout plan from Town & Country planning RDA acquire the land for the schemes. After getting the land in possession RDA allot the work to the contractor by BID systems for construction. Preparation of planning of any project is also a very highly professional specialized experiencing work. While preparing of the schemes demand from people and problems of the citizens is also considered and given value. All the development and construction work done through engineering section of RDA. Engineers of RDA take care of the quality and specifications of the work. After completion of the work revenue section assess the value of the property for allotment to the citizens. The basic principle of RDA for their work is “No Loss, No Profit”. On this principle RDA sale it’s property. In the case of commercial property RDA go through the Tender / BID process. In this system the higher bidders get the properties. For residential building and plots RDA invite the registrations from the citizens through the News Paper Publicity. After getting the registration RDA go for the lottery system for allotments. After the allotment of property allotties get registered the property from Registrar Office for 30 years lease and give passions to allotties. After the completion of scheme means when schemes are fully developed then it is handed over to Municipal Corporation Raipur. Municipal Corporation takes Property tax, water tax, fire tax etc for the maintenance of the schemes. For the transfer and allotment like Transfer, Nomination, Sale deed, Ground rent etc are taken by RDA.
